Mizoram State Water Informatics Centre (Mz-SWIC):

In pursuance of fulfillment of objectives of National Hydrology Project (NHP) and better water management in the country through informed decision making, the Ministry of Jal Shakti, Department of Water Resources, River Development & Ganga Rejuvenation, Government of India has requested all the states for the establishment of State Water Informatics Centre (SWIC) in line with the National Water Informatics Centre (NWIC) to meet up objectives as mandated in the SWIC framework document. Government of Mizoram, thus, allocated the subject of State Water Informatics Centre to Irrigation & Water Resources Department vide Notification No.A.46012/3/2020-GAD, Dt.13th October, 2022.

The water resources data available with the states are fragmented and stored in various forms across many departments/organizations/establishments of the state. To overcome this limitation, a dedicated body in the form of “State Water Informatics Centre,” is needed to be established by the state. This will ensure seamless integration and consumption of data by various applications for better water resources management at macro and micro level. For accomplishing the objectives as above, NWIC and SWIC need to function in a coordinated and collaborative manner to leverage upon the resources already created by NWIC/NHP

Therefore, Irrigation & Water Resources Department, Government of Mizoram has signed an MOU with National Water Informatics Centre (NWIC) on 10th April, 2023 so that NWIC will fully handhold Mizoram for establishing and running of its SWIC. Now, Mizoram is gearing up for establishing its Water Resources Informatics Centre, which may be called Mizoram State Water Informatics Centre (Mz-SWIC).

Mz-SWIC will be will be headed by State Water Informatics Officer (SE rank) with necessary technical staff including IT experts, geologist, GIS experts and engineers. Mz-SWIC will be responsible for maintaining and running the State Data Centre, set up under National Hydrology Project (NHP) and other important tasks as laid down below:

  1. Mz-SWIC shall act as a nodal agency and repository for state-wide water resources data. It shall act as a Nodal Agency for integration of water resources data within the state.
  2. It shall be responsible for maintaining, updating, collation and dissemination of data and information.
  3. It shall be the single point solution for regional and micro-level water resources data amalgamation and its dissemination.
  4. It shall be responsible for primary data validation.
  5. It shall be responsible for additional database & geo-spatial data creation as per state specific needs and shall be responsible for correctness of information within the state.
  6. It shall be responsible for maintaining and running of the “Mizoram State Water Resources Information System (Mz-WRIS),” in coordination and consultation with the NWIC.
  7. It shall be responsible for formulating and implementing the “Mizoram State Water Resources Data Dissemination Policy.”
  8. It shall coordinate with the NWIC, CWC, CGWB and other central and state agencies.
  9. It shall be responsible for the sharing of hydro-meteorological data amongst central and other state government organizations, stakeholders of water and general public as per the Mizoram State Water Resources Data Dissemination Policy.
  10. It shall have the mandate to collect water resources data from any agencies within the state.
  11. It shall be responsible for providing/developing tools to create value added maps by way of multilayer stacking of GIS database so as to provide integrated view to the water resources scenarios.
  12. It shall be responsible for the development of applications & decision support systems.
